Errno 98 error when adding gmail.json

Describe the bug/problem

I receive the following error: Error starting server: [Errno 98] Address already in use: ('', 8083) when going throughthe gmail.json process in calibre-web docker shell.

To Reproduce

Steps to reproduce the behavior:
I followed the steps laid out here:

When I run: kill [PID FROM STEP 2] && python3 /app/calibre-web/cps.py & the terminal hangs and does not produce a link.
