The XSLT generating the value of change/@when timestamps needs tweaking.

P3/xslt/pylonPostFormatting.xsl

Line 253 in 5375416

<xsl:value-of select="current-date()"/>

Currently, it adds an offset, but not the time from which the offset takes effect.
