Add bitbot responders directory on rails generate bitbot #7

Currently the rails generator doesn't create the default directory for bitbot_responders in lib/bitbot_responders. Since we suggest users on rails put their responders in that directory, should we just generate the directory as well as the config file?

as a follow up, it looks like Rails 5 likes to put everything in ./app.. I also see that behavior with chewy, interactors, etc. etc. I wonder if we should consider the same.. eg. app/bitbot or something (considering that responders might be confused with ActionController responders).
