Rename constraint

Postgresql 9.2 and newer supports a rename constraint to rename foreign keys. Should there be support for it, or what would be the best way to rename a foreign key after a table was renamed?

I'm OK with supporting this on PostgreSQL. You would want to add a rename_constraint method here: https://github.com/jeremyevans/sequel/blob/master/lib/sequel/adapters/shared/postgres.rb#L137

You'd also need to add an alter_table_rename_constraint_sql method around here: https://github.com/jeremyevans/sequel/blob/master/lib/sequel/adapters/shared/postgres.rb#L1146

You'd need to include an adapter test for this as well.

Without a specific method, you can just call Database#run with the appropriate SQL.
