Consider supporting migration logic for the checkpoint-files

Similar to, winget.packages.json and winget.{HOSTNAME}.ignore consider supporting migration logic for winget.{HOSTNAME}.checkpoint.

Added migration logic for ignore file.
Still need to consider whether checkpoints should be migrated or have some other configuration option to determine where to write. It may even make sense to reconsider how other resource files are managed (i.e. have a default JSON file that indicates where to read/write from/to which can be updated by the user).
