Programatically update .nhc file?

I have a few light circuits that are controlled by Home Assistant rather than NHC. The physical switches toggle a virtual device rather than the circuit. I would like to be able to switch back to a different NHC configuration file in which all the lights work without Home Assistant (for instance when the server is down -- or when I die)

As far as I understand from the Hobby API documentation, it's not possible to alter the NHC config file, and any direct connection to the connected controller is locked. Is there any other way to accomplish this?
