Merged deps from previous buids

Heroku has some dependencies that chromium needs available on the cedar 16 stack already, but some are available to build time only and not during run time. A few reports of issues came in from this, so this current list of packages includes these as well to be sure they are available when chromium needs them.

Add all deps for Chromium on Debian for all heroku stacks

* 1.remove stack check and just load all packages
