Incorrect expansion of syntax-rules tail form #170

The following syntax expands incorrectly, and does not display done:

(define-syntax test
  (syntax-rules ()
    ((test ("step")
                   body)
     ((lambda () . body)))
    ((test ((param value) ...) . body)
     (test ("step")
                   body))))

(test () (display "done"))

The code expands into ((lambda () display "done")) instead of ((lambda () (display "done")))
