Add new project for able to record the architecture record change(ARC).

Continuous of #2186

Maybe we should create new project in this repo, maybe named osu.game.Ruleset.Karaoke.Architectures or osu.game.Ruleset.Karaoke.Arcsh for:

1. check the architecture
   • Check the class name is start with xxx.
   • Namespace should follow the role.
   • Should not use the class inside the target of namespace.
2. Record the change or architecture decision, and explain why.

Just figure out it's harder to make the decision if forgot the reason why and how to make the previous change few months ago...
Provide some examples and questions for decide add the new project or not.

Not very sure will add this project eventually because there's no other ruleset add this.
Also, need to collect the request or test case first.

Caret position:

• One drawable caret for one caret class? Or is that OK to change the style by edit mode inside the drawable caret? Why?

Folder structure
I'm always confused about components and graphics
And the folder structure in the graphics folder.
Which component need to placed into the component folder, and which is not.

In #2184:

• Check class should start with "Check".
• Issue template class should start with "Issue template".
• Simply say the naming style in the architecture test class.
• Test method should start with TestCheck.
• Should have at least one pass test.
• Should only have one AssertOk or AssertNotOk inside the test method.
• If the test template is with IssueTemplateSelfReference, then the test name should be TestCheckSelfReference.

Some roles about path:

• if the class is abstract, then should in the root of all usages files.

Maybe should be possible to see the invalid amount executed in the lazer or official ruleset as benchmark.

Need to checking the naming in the base class:

• Should we have wording like base in the base class?
• Should named BaseXXX or XXXBase?

Use Assert.IsTrue instead of Assert.True in the test case.
