vscode doesn't open in any ubuntu rolling image

vscode only opens in base images like 1.15 or 1.16. It does not open in any rolling image so many security updates are missing. You can click on it but it just opens to a title bar with no options to use the software. All other apps seem to work fine. I'm only seeing this issue with vscode.
