Finalize Scalar API docs for the website

Next steps:

• rebase + update with latest API feat: add scalar API DOC instead of rapidoc #2526
• move from the Resources in the top navigation menu to the same links as before in the docs (just now inline but as standalone pages)

I'm having an issue around scoping the bootstrap import outside of Scalar because Scalar is not leak-safe (cc scalar/scalar#2410) and if I try to scope it I end up with the menu not displaying properly (transparent text). I'll hold off till I get a reply on the mentionned issue.
