Go to any keyboard's landing page on Keyman.com and click on the button "Install keyboard" and it will take you to another page that has a green button "Install keyboard"; click on it and it will download the keyboard and do nothing afterward.
It takes one to click on the "Install keyboard" green button twice to get it to download the keyboard package which may confuse some users into thinking the keyboard has been installed.
When thinking about the implication of this button behavior, what came to mind is that "this could be to root cause of why some of our users claim they've had installed their keyboard, but unfortunately didn't."

This is a good point. The distinction between Download and Install is a tricky one. We should be careful before we change this though in order to make it consistent across platforms.
