today if you create a new workload cluster named workload-1, and give it no environment, it will create a file 45-environment.yaml that points to gitops repo /registry/environments/workload-1

in this scenario, because an environment was not selected, file 45 should have been removed from the new gitops directory before the commit was made to the gitops repo
