It is correct that Kolla is constructed to deploy complete OpenStack cloud. However, due to its modularity and very limited dependency of Monasca on other OpenStack components it should be easy to disable all OpenStack services and deploy only Monasca. Probably only one file /etc/kolla/globals.yml should be adjusted.
