All contacts are shared across all user accounts regardless of permissions.

I am wondering if I am doing this correctly. I setup a few user accounts with individual access. I would assume when they add contacts it wouldnt be shared to all other users. I tried various permissions but it doesn't seem to be doing exactly what I am looking to do.

you need to set a user role to these users and adjust the role not to view contacts.
