[feat]: notepad++ and sublimetext sync tool

Problem

I take notes on sublimetext and notepad++ .. just text notes and I want to sync them. later they can be used for my personal RAG

Proposed Solution

Vault will have a section for the local plugins, we already created one for obsidian, which will sync obsidian files this feature will also sync the other applications, it must have individual plugins

the implementation started with some results but we need a proper setup and feature enablement. create a proper analyse what is implemented and what needs to be done further.
