[feature] Add configurable default base image for steps

After the settings are introduced in Kale (#685 is merged) I think we should add a way to configure default base image for steps (Python 3.12 currently).
I would propose having an env var and settings option for base image, settings having the bigger priority (if both are set to some value the settings value will actually be used).
Base image also needs to be updated in UI:

I really like this idea of making the base image configurable.

I’d like to work on this. My understanding of the requirements:

1. Add support for configuring base image via:

   • Environment variable
   • Settings (with higher priority)

2. Update execution logic to use the configured base image instead of default (python:3.12)

3. Add UI support for editing/resetting the base image

Before I start, I have a couple of questions:

• Where is the base image currently defined in the codebase?
• Should the env variable be global or step-specific?

If this approach looks good, I can start by:

• Locating current implementation
• Proposing a small design/plan
• Then implementing backend → UI

Currently the base image is defined in pipeline.py and in CellMetadaEditor.tsx. The env variable should be global. While looking through code I noticed there is unused property on frontend pipelineBaseImage I think it should be deleted in this ticket as well ( but I will discuss this with someone). Please wait for #685 to merge before sending a PR.

Since #685 is now merged, I’ll start working on this.

Plan:

• Implement backend base image resolution (settings > env > default)
• Update execution logic
• Add UI support in CellMetadataEditor

Will open a PR soon. Let me know if anything should be adjusted 👍
