Tag a new release of the recommended policies

Some of the policies we install through our helm chart have not been tagged in a while, despite having received several updates.

We need to tag these policies now, to make all these updates available to our users.

This process is going to be automated as part part of 1.22. This is tracked via #956

Currently blocked, waiting for kubewarden/github-actions#147 to be addressed

The linked PRs bump the versions and artifacthub-pkg.yml, but before tagging, the policies need to be consuming kubewarden/github-actions 3.4.5.

Triggered the bot to update github-actions to 3.4.5, policies ready to tag after the PRs are merged.

capabilities-psp-policy released as a trial (successful).
