UI: Configurable refresh periods & report intervals

Currently the refresh periods (dashboard, every 30 sec) and report intervals (24 hours for latency, last 5 for uptime & SSL events, 7 days for the dashboard) are either implicit, or hard-coded, which is everything but flexible. Let's make them adjustable on the UI wherever it makes sense
