Kvarteret.no / Blifrivillig.no: Add banner regarding information capsules and user data storage

Due to Google Analytics being used on the site are we obliged to create some info site for the user on which cookies we store on them etc. I am thinking kinde like nrk's banner would be nice (on the bottom) https://www.nrk.no/
It isn't as obtrusive as popups and should be enough for GDPR (i think, i am not a law student so i am far from certain here 😅 )
