Motivation

The Web UI is currently using Ephemeral Ports (49200, 49300, …).

Required Features

[Clearly describe the features or functionality needed for this Story.]

Change to avoid using Ephemeral Ports (49152 - 65535).
- The port should be selected from the registered ports below 40000.

Impact

[Specify which components or services will be affected by this Story.]

The risk of port allocation conflicts is reduced.
