In the Introduction section of the User Guide, the app is first introduced as "a desktop app for managing contacts". Later on, it was specified as a right tool for "moneylender looking to keep track of your clients’ contacts and loans". The fact that the target audience is money lenders is not stated clearly, as it may sound like moneylenders are only part of the target audience.

Reason for disagreement: This is really not a serious problem of "not stating the target audience" but rather, a small issue of "target audience can be stated in a clearer way". To illustrate on a small issue may sound nit-picky, and will be lengthy, nevertheless further explanation is given below if needed:
The UG integrated the intended target audient in the form of "If you are a [target audience], [product] is the right tool for you". This usually only refer to a segment of the target audience.
This format is usually use to highlight a particular aspect of the product that would appeal to a specific segment, so as to can tailor their message to be more relevant and compelling to that group. However, it is not meant to exclude other potential customers; instead, they aim to capture the attention of a specific segment while still appealing to a broader audience.
This can be shown by the example below:
Whether you're a busy parent looking for quick and nutritious meal solutions or a cooking enthusiast eager to explore new recipes, the MNO all-in-one kitchen appliance is the right tool for you!"
the audience can infer that even when they are not the 'parent' or the 'cooking enthusiast', they can still be a typical target user of the kitchen appliance.
as compared to a clearer way of stating target audience:
MNO all-in-one kitchen appliance is designed for busy parents looking for quick and nutritious meal solutions.
the audience knows that the product's design is entirely for the interest of busy parents, aiming to provide quick and nutritious meal solutions. For a person who wish to take their time, explore new recipes and enjoy the process of cooking, the developer team is most likely not concerned with their needs. In this case, target audience is most clearly and specifically defined.
Again, sorry for sounding nit-picky as this is usually the case when having to explain a small issue. The definition of target audience in the DG was actually better, and a simple solution would be to copy some parts from the DG.
