The underlying problem appears to be a Qualtran bug: https://github.com/quantumlib/Qualtran/issues/1861 The ability to generate matrices is added in https://github.com/lanl/qhat/pull/15 If we end up having to implement tapering QPE ourselves, then perhaps that will be the workaround?
