JSON encoding of empty catalogs from DAP2 service interface #659

I was testing some changes and was surprised to see that this is the JSON representation of an empty catalog:

{}

I would have expected something like:

{ "dataset": [] }

Or:

{ "catalog": [], "dataset": [] }

And perhaps with plural property names.
