This is very suspicious. I think it might have been to work around some P2P breakage that we're addressing in ROCm 7.0. This issue is just a note-to-Damon that I can probably remove this spin-loop.

Yes, can confirm that feels familiar. I'm ~99% sure @bjoo added it way back when for a reason along those lines.
