目前的广播消息方法只能在系统对话上调用。文档写的是：

可以给系统中所有的用户发送广播消息，即使用户没有在此对话中。只能在系统对话上调用。

这感觉很奇怪。

相应的 REST 接口就比较正常 /rtm/broadcast
