Observed behavior

See the screenshot, valid for both the Options button and the user options:

Expected behavior

Unless otherwise specified the menu items should be left aligned.

Steps to reproduce the issue

1. Install the build from https://github.com/learningequality/kolibri/releases/tag/v0.19.0-alpha1
2. Go to Facility > Users and open the drop-down menus
