[Users Table]: Selection should not be cleared until action is taken

[Kolibri issue] Should the selected users be cleared when we close the side panel without doing any operation? It happened to me that I opened a side panel by error, and closing it cleared my selection.

Answer: No.

Expected behavior

• When a user makes a selection, their selection should only be cleared on the following three cases:

1. They refreshed the page
2. They opened a side panel to perform a bulk action and then performed a bulk action
3. They click "Select All" or otherwise manually deselect the users they'd previously selected

When the user opens a side panel and closes it without taking any action, their selection should remain.
