Criteria for missing and invalid components

In the MOT, on the detail page for a model, some components appear in both the "missing components" and "invalid components" sections. For example, for deepseek-v3, the model card is listed under both categories. The license of the model card is "License Not Specified." This seems a bit unclear to me, and I would appreciate any clarification on the criteria for categorizing components as missing and invalid.
