Add auto commit lint and format checkers

Overview

Instead of asking the engineers to run things like make fmt and have them auto committed by the workflow, notifying the developer to pull the latest.

Criteria

• Use octo-sts to generate the token (only write the current branch, not main)
• Only run if users PR is Liatrio member
• Notify via comments that fmt was run
• Ensure rest of workflows kick off again after reformats
