Determining Compiler Flags Using findCompilerVendor.cpp

On a few different platforms I have intermittently seen a failure to determine the Cpp shared flags.
It seems that this is related to the use of findCompilerVendor.cpp.

Here is an example of where the failure occurred during automated testing on GitHub.

I will try to create a reproducer.
