Any thought about using a MVC?
If this this project grows, it will be more maintainable.

++ We could likely get radius to set up a composer install on the server to bring anything we need down.

It will still need to use Apache, however. Any recommendations on which one to roll with?

composer does not have to be installed. You can simple add a composer.phar and use php to trigger it.
I highly recommend Symfony 3. I could add a lot to that project.

I'm sure we could get Composer as part of the cron git pull process to work.
