Idea is to make etc/sim-local.d
Then a SIMNAME.ini can be put in it; this configuration will be added to the standard startup configuration.
If such a local/custom configuration doesn't exist for a sim, the sim will still start up using defaults.

This shows an error message in the console 'can't open ${Environment|SIM}.ini' so it seems to not resolve to the export SIM=$1 we set in simctl
Possibly happened with the switch to dotnet, and possibly because we use the prefix dotnet OpenSim.dll instead of just OpenSim
