Manifest module logic testing

Ensures that all the features work in a mock production enviroment.

  • Change PoA admin to an Interchaintest controlled account (different from mainnet)
  • (default) Enable Inflation, Set payout structure. Ensure those accounts are auto minted
  • Disable Inflation, Manual mint tokens

Also removes some un-required code complexities
