Get the tests and the build of a unity package to happen in GitHub actions

We want to use GitHub actions to:

1. test the code on any pull request
2. built the package and put it in the GitHub assets section upon any merge to master

Hi Ray,

I'm not sure what you want done here, there's no 'build' to the package. If someone wants to use this in a Unity project, they take the files as they are, it doesn't get compiled typically. We could do a compiled DLL version instead, but there's no point to that in a public repo.

I'd like it to build the package for submission to unity. If we need to generate a new release to the asset store we just need to submit the generated package from the assets in github.
