Create a resource to manage data parsing rules

Today we have to copy / paste from our editor into the parsing rule workspace.

It would be helpful to be able to do this via Terraform in order to operate with a git based workflow. Although maybe you don't want to do this, today it looks like there's a validation step and then a review step.

This resource would be more applicable to your power users.
