Transfer of the maas-api.org domain to the MaaS Alliance.

Still some doubts and questions remain which makes it difficult for the BoD to agree on the domain transfer. The main issue remains the branding of the APIs. This should be completely neutral and not depending on the input from a specific partner.

Create procedure for the integration of existing APIs which were included before the existence of the Balloting procedure.
