Download keeps resetting

I cloned the repo onto my Mac. I then opened it in VSCode in a dev container.

It starts to download a whole list of items and then a couple of the larger ones stop downloading, wait for about 30 seconds and then reset to the beginning and start downloading again.

This happens several times and then eventually I get this:

I have retries several times.

I initially did this at home where I have gig internet. I then tried it at work where we also have great internet.

It happens the same way in both locations.

Suggestions?
