Change zlib_crcvx->zlib_s390x_functable dependency

The zlib_crcvx target depends on the zlib_s390x_functable target. To
minimize the impact on the main CMakeLists.txt file, change its
dependency to public and directly link the objects. This way there will
be no doubled symbols if other targets also depend on
zlib_s390x_functable.
