Allow non-attending people to be judges

Currently we have an issue where if someone indicates they're not coming to MAGFest, it deletes their judging account, because the judging account is tied to their admin account, which is deleted when a badge is marked as invalid. (We should probably NOT delete an admin account for an invalid badge and instead just disallow such people from logging in.)
