Internal fields for MPoints #47

On the admin page for a panel:

Checkbox for "Does this panel need MPoints".
If checked then a separate field for each denomination (1, 5, 10, 20)

Separate report page summarizing all the panels which get them with totals.

This should be separated/organized by the staff point of contact, so that they can be divided into pouches appropriately.
