As an admin, I want an event to be automatically created for a panel I approve

Currently there's a step after approving a panel application in which we link that application to an event on the schedule. However, this event has to be manually created as a separate step.

Eventually we want to be able to create "unassigned" events which are not part of the schedule andthus don't have a location or time. However, since we don't currently have a UI for that, the panel folks have said it would be fine to just drop the event on the earliest available time among the available panel rooms, and then they can move it later.
