Placeholder badge still needs phone number

Super low priority issue, "fix after fest" style priority.

When creating a new Attendee, and marking them as "needs to fill out their own data", and I think also marking them as a volunteer (?), the admin cannot hit "save" due to the UI saying it needs a phone number.

I forget the exact repro steps, ping me if you can't repro and I can fiddle around with it.

I just double-checked and the model check is set to @ignore_unassigned_and_placeholders. Looking at that, it only considers someone a 'valid' placeholder if they have a first and last name and that "must register themself" box is checked.

I just created a volunteer without a cellphone number on staging, so I think I will need more specific repro steps when you get a chance.
