As a Department Head, I would like to see a separate color for shifts that have 0 staffers #3879

In the Edit Shift Schedule screen, shifts are light blue for shifts that aren't completely filled and dark blue for filled shifts. It would be helpful to be able to set a 3rd color for empty shifts.
