docs: Add LICENSE file to clarify usage terms

Description

Add a LICENSE file to clarify the terms under which reframe can be used, modified, and distributed.

Problem Statement

reframe currently has no LICENSE file. Without a license, there is legal ambiguity around usage rights, which may discourage adoption and contributions.

Proposed Solution

• Add MIT LICENSE (or maintainer's preferred license) at project root

Acceptance Criteria

• LICENSE file exists at project root
• License type is clearly stated

• I would like to implement this feature myself

Architecture notes

Reframe is a static Next.js app with output: "export". Key points:

• All video processing uses FFmpeg.wasm (client-side, no server)
• headers() in next.config.ts won't work — use vercel.json instead
• not-found.tsx requires public/404.html + vercel.json routes config
