QSL Label Print Order

Describe the bug
The ARRL Outgoing QSL Bureau wants cards sorted by parent prefix. It would be helpful it Cloudlog generated QSL labels sorted in order of parent call sign prefix (aka DXCC). It would also be helpful if the QSL VIA call sign took priority over the station worked call sign since that is how the outgoing bureau wants it sorted by.

To Reproduce
Steps to reproduce the behaviour:

1. Go to Labels
2. Click on 'Print' in 'QSL Card Labels Pending'
3. Check 'Include Via (if filled)?'
4. Click 'Print'
5. See unknown sort order on output

Expected behavior
When printed, lablels will be ordered by DXCC following the ARRL DXCC list https://www.arrl.org/files/file/DXCC/2022_DXCC_Current.pdf and for VE and VK those stations sorted by call number, ie. VE1, VE2, VE3

QSL VIA should be used for sorting if filled in.
