External links to user manual with anchor don't work correctly #451

The Mailgun dashboard has many links that point to the documentation such as:

https://documentation.mailgun.com/en/latest/user_manual.html#webhooks

None of them work correctly. They all wind up at:

https://documentation.mailgun.com/en/latest/user_manual.html#introduction

which then forces you to search for the item in question in the TOC, defeating the purpose of having an anchor in the first place. Once you're on the user_manual.html page, the anchors work as expected, but nothing external such as from the dashboard, bookmarked, or the link in #330 works correctly.

I've looked into this and I've been unable to understand why this happens. I'm assuming it has something todo with how https://readthedocs.org/ renders the pages but never found why. It's super annoying.

I've noticed that their own docs go to the anchor as expected. For instance:

https://docs.readthedocs.io/en/stable/intro/getting-started-with-sphinx.html#using-markdown-with-sphinx

Thanks for checking. Perhaps just needs to remain a mystery for now.
