Windows conda launch can require a reactivation of the conda environment #38997

Describe the bug
For some users when launching workbench from a windows conda install, this error occurs

qt.qpa.plugin: Could not find the Qt platform plugin "windows" in ""
This application failed to start because no Qt platform plugin could be initialized. Reinstalling the application may fix this 

To solve the problem you need to restart your environment.

Expected behavior
Should launch first time

Solution idea

Reactivate conda environment here
