Load xml file error.

Hey, I'm new to mapnik and I'd like to integrate mapnik into my cpp project.
I follow the instruction installed mapnik on windows with vcpkg and it worked! But when I run my application, it throws an error saying "pj_obj_create: Cannot find proj.db". And I followed the code found out it was this line of code cause the error, so I wonder if there is something I forgot to do?
