add annotation property for 'local identifier'

For semantikon we need an annotation property:

pmd:PMD_0000128 label "local identifier"
rdfs:comment "name or identifier that denotes a locally defined function, variable or argument in a programming script"

I suggest to add that to the data transformation module.
